Meeting called to order at 10:00am. Copies of agenda and minutes from previous meeting distributed. Conference call set up. Two items added to the agenda under #9: Elsevier update (Pat Smith) and Springer update (Terry Leopold).
Minutes from May 11, 2009 meeting approved.
5. E-Book Plan
Discussion of a productive meeting
during ALA with reps from this committee, Blackwell, and EBL. Blackwell and EBL
are gathering info, expected by Aug 17/09. Direction of talks is that first
copy purchase triggers events/discounts for other participants. Points
discussed include:

Local control
·
Which publishers publish print and
e-versions simultaneously (defined as ~6 weeks); longer time lag between print
and e version is still the norm
·
An "interface" for
Approval Plans that can share data/knowledge from both EBL and Collection
Manager
·
Timing, assuming acceptable proposal
- Fall 09? January '10? Local customization can start earlier?
·
Is EZProxy required to authenticate
EB? If so, there is a problem - many libraries do not use EZProxy. Someone with
tech knowledge (George?) needs to look into this. Would like to see Browse
validated by IP address, and LogIn as a second step to get to content.

Will the IP of the library
originating the request in Prospector be recognized by EBL so "who
bought" is attributed to the correct Library?

Anticipating and controlling costs
·
Catalogers need to be involved from
the beginning - are the loaded EBL records temporary or permanent? What happens
to a record if the book gets purchased? What about clean up and maintenance of
records?

This plan is intended as a
patron-driven demand acquisition pilot. Another direction is Print on Demand,
but not too many titles available yet. Utah has bought and Expresso POD
machine.

6. Legacy print strategies.
CRL is working on a document, talking with members from many consortia.
Concept: Agreement to keep selected journals/monograph series, outside of the
already done items like those in JSTOR. How many "last copies" are
really needed? Answer is different for dark/dim/open archives. Gov docs group
in CO is beginning a redundancy analysis. Last copies need to be tagged somehow
in library catalogs. Member Council asked that a Memo of Understanding re last
copies be drawn up. RAPID can produce a report of overlap and depth of holdings.
7. Shelf2Life: Came up at Member Council. A project with Ingram through BCR to
digitize pre-1923 books, use MyiLibrary as print on demand. Libraries providing
content get access and a small % of sales; there is a threshold to get
myiLibrary at no charge. Can access other early adopters content. Decisions on
what to do yourself (must factor in equipment costs) vs Shelf2Life. Content is
NOT Open Access if digitized by Shelf2Life, but you are allowed to redigitize
content and make that copy OA.
8. Database Contract/License
Checklist distributed (Terry Leopold's list). Comments that #17 needs additions
for State of CO rules. Send additions and comments to Terry.
9b. Wiley. GWLA contract is up for
renewal. The Alliance has its own Wiley deal through end of 2011, and a
year-to-year Wiley-Former-Blackwell deal. Alliance shared title list is much
smaller than GWLA's list.
9c. Elsevier: calendar 2008 usage
statistics problem is fixed. Send Usage Report 1A for Calendar 2008 to Michael
in Excel format.
9a. ACS. In the past, ACS dealt
directly with each Library, never through the Alliance. This year they are
coming through the Alliance. Their All Pubs e-only package with tiered pricing
has resulted in major increases for many Alliance libraries (despite publicity
about how "fair" it is). Consensus:

Numbered tiers 1-4 are not clear,
what is the basis for the numbered tiers and is that basis correct
·
What is the basis for the usage
tiers A, B, C
·
There are no title by title prices
on their Journal Information for Librarians sheet
·
Are new titles included in All Pubs at
no added cost (at least 2 have been announced)
·
The data in spreadsheet showing what
we paid does not look right to some - review it closely.
·
What calendar year payment goes with
what column? Spreadsheet is unclear.
Terry will go back to ACS for more
and better information.
12. Due to schedule conflicts, Aug
17 does not work for our next meeting. Alternate date chosen: FRIDAY Aug. 21.
